I always want to talk to them, but finally I just say nothing, and go away. I think we should just over come the fear and walk to them and say something

Don't take them as foreigners. They are the people like you. Just relax and say what you want to say!
Don't be afraid of losing face! Even the foreigners will have some mistakes in language.
Once you have talked with one foreigner with a great pleasure, you can be brave enough to talk with others.
C'mon!

Confidence will make a great difference. One of  my friends dared not communicate with foreigners in English in the past but he has established confidence and had a try. Now he has made a great progress and speaks English fluently.

Hehe, when i was in China, i noticed that people were scared to talk to me in English. Usually caused by a lack of confidence. Chinese people are scared to make mistakes...

What many Chinese people forget is that most foreigners didn't learn English as there mother tongue. Just like them, they learned English in high school. Foreigners make mistakes as well...

So, don't be scared, and just talk to them. Usually, they don't bite.
