I disagree with you, I believe language has everything to do with the place you grew up or you live currently. Language is a big part of culture.

Look for example to the English speaking countries. The USA, England, Ireland, Scotland, Australia, New Sealand... There are big differences in the way they spell, pronounce and use the language.

Besides that, i think learning a language is not only focusing on the language, but also on the culture itself. Language is a way to communicate, in order to communicate well, you also need to understand the other persons culture.

So, in  general, i would state tat it matters where you come from.

I'm sure you can also make a great language exchange partner. I don't know your background, but i can't repeat enough that language is connected to culture. It's not only about how to translate, but also what to say on specific moments and what not to say.

And no matter what, the best way to have language exchange is with a native speaker. Non-native speakers from the same cultural area are the second best option, and at third position, persons with the same cultural background as yourself.

But to make your life not that miserable, i'm sure you make a great language exchange partner. You can also help people and teach them English, but you're simply not the best option they have.
