3. 对于国家而言，普及教育可以提高国民的基本素质，帮助更多的学生为升入大学打下坚实的基础。基础教育的成功是高等教育发展的坚实基础，因此，基础教育发展，国家才能培养优秀人才，人才可以为国家的发展提供注入新鲜活力，提高国家在国际舞台的竞争力。
