Finally ,to those nations who would make themselves our adversary,we offer not a pledge but a request: that both sides beglin anew the quest for peace, before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction.

We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.
我们不敢以怯弱来引诱他们。因为只有当我们毫无疑问地拥有足够的军备，我们才能毫无疑问地确信永远不会使用这些军备。

But neither can two great and powerful groups of nations take com-fort from our present course-both sides overburdened by the cost of mod-ern weapons. both rightly alarmed by the steady spread of the deadly at-om,yet both racing to alter that uncertain balance of terror that stays the hand of mankind's fmal war.
但是，这两个强大的国家集团都无法从目前所走的道路中得到安慰——发展现代武器所需要的费用使双方负担过重，致命的原子武器的不断扩散理所当然使对方忧心忡忡，但是，双方却在争着改变那制止人类发动最后战争的不稳定的恐怖均势。因此，让我们双方重新开始——双方都要牢记，礼貌并不意味着怯弱，诚意永远有待于验证。

So let us begin anew-remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear. But let us never fear to negotiate.
让我们决不要由于畏惧而谈判。但是我们决不能畏惧谈判。让双方都来探讨使我们团结起来的问题，而不要操劳那些使我们分裂的问题。让双方首次为军备检查和军备控制制订认真而又明确的提案，把毁灭他国的绝对力量置于所有国家的绝对控制之下。
